In order to implement the spirit of the "Implementation Opinions of General Office of the State Council on Further Optimizing the Business Environment and Serving Market Subjects Better" (Guo Ban Fa [2020] No.24), we will further focus on the concerns of market subjects, especially the pain points faced by enterprises under the normalization of epidemic prevention and control, accelerate the creation of a market-oriented and legalized international business environment of "doing business in Dont Ask For Help, not meeting for approval, running at most once" and "ensuring full service", and promote Yunnan’s high-quality leap-forward development.

First, further enhance the convenience of investment and construction.

(1) Focus on optimizing the pre-approval process of investment projects. We will comprehensively promote the reform of "one thing at a time" in the early stage of the project, strengthen the coordination of departments, strengthen the connection between project approval and construction conditions such as land use and planning, and promote qualified States and cities to realize the "one thing at a time, one thing at a time" in the early stage of investment projects. Accelerate the interconnection and data sharing between the online examination and approval supervision platform of investment projects in Yunnan Province and relevant examination and approval systems, and realize online printing of documents such as one-time declaration by project units, one-time handling by examination and approval personnel and approval. (two) efforts to improve the efficiency of examination and approval of construction projects. Accelerate the classified management of engineering construction projects, clarify the types of engineering construction projects according to industries, formulate corresponding management measures, and uniformly issue differentiated licensing conditions. On the premise of ensuring safety, for small-scale low-risk new construction, renovation and expansion projects of construction projects and social investment with a project investment of less than 1 million yuan or a construction area of less than 1,000 square meters, enterprises will make relevant commitments after obtaining land and meeting the conditions for commencement, and the government departments will directly issue relevant certificates, and the projects can start. We will further promote the implementation of reform tasks such as parallel approval, joint drawing review and joint acceptance of completion, speed up the improvement of the examination and approval management system for engineering construction projects in Yunnan Province, and promote the docking with platforms such as public resource trading, planned land use and credit China (Yunnan), so as to share and interconnect data in real time. Before the end of 2020, the examination and approval items involved in each stage of the examination and approval process of engineering construction projects will be included in the online platform, and the standards and fees will be handled publicly, so as to realize the whole process of examination and approval of engineering construction projects at the provincial, prefecture and county levels. (3) Efforts should be made to promote the integration of multiple regulations. Promote the construction of a "one map" of the province’s land spatial planning, and accelerate the integration of main functional area planning, land use planning and urban and rural planning into a unified land spatial planning system based on the results of the third national land survey. Two, to further simplify the approval and conditions of production and operation of enterprises.

(4) Resolutely clean up hidden barriers to market access. Strictly implement the national unified market access negative list system, and all kinds of market entities can enter the fields other than the market access negative list equally according to law. (5) Continue to expand the supply of medical services. Optimize the layout of medical resources, encourage social capital to run medical services, and implement filing management for clinics in nursing homes, clinics in China (Yunnan) Pilot Free Trade Zone and Chinese medicine clinics that only provide Chinese medicine services, further strengthen supervision and improve the quality of medical services in clinics.(Responsible by the Provincial Health and Wellness Committee)

(six) improve the management of industrial products production license. Conscientiously do a good job in undertaking and implementing the management authority of production licenses for important industrial products such as construction steel bars and cement delegated by the state. Dynamically adjust the production license management catalogue of industrial products in Yunnan Province. (seven) to optimize the management measures of motor vehicle production and circulation. Vigorously promote the sharing and application of motor vehicle production, sales, registration, maintenance, insurance, scrapping and other information, promote online handling of motor vehicle transactions, strengthen supervision after the event, and enhance the transparency of motor vehicle circulation. Strictly implement the policy of completely canceling the restrictions on the removal of used cars, give priority to setting up registration service stations in qualified used car trading markets and used car distribution enterprises, and further simplify the registration procedures for used car distribution enterprises to purchase motor vehicles. (8) Accelerate the reform of "one photo with multiple addresses". (9) Further reduce the production and operation costs of small and micro enterprises. It is strictly forbidden for platform enterprises to abuse their dominant market position and charge unfairly high service fees. On the premise of ensuring workers’ occupational health, appropriately reduce the detection frequency of occupational hazard factors in small and micro enterprises with general occupational hazards, and effectively reduce the production and operation costs of enterprises. (10) standardize the deposit fees for enterprises. Strictly implement the list system of enterprise-related margin announced by the state and our province, and complete the return of cancelled margin funds, overdue or overcharged margin funds before the end of 2020. Third, further optimize the business environment of foreign trade and foreign-funded enterprises

(eleven) improve the efficiency of import and export customs clearance. Strictly implement the national reform and deployment, vigorously promote the "declare in advance" customs clearance mode for import and export goods, establish a contact and cooperation mechanism between the territory of the customs area and the port customs, and go through the declaration procedures in advance for qualified goods, and the customs will go through the inspection and release procedures immediately after the goods arrive at the workplace under customs supervision. Vigorously promote the customs clearance mode of "two-step declaration" for imported goods, and allow enterprises to take the goods out of the port supervision place after the enterprises make a "summary declaration" and the customs completes the risk investigation and disposal. Vigorously carry out the pilot project of customs clearance of imported goods on arrival, and use smart card ports to improve the efficiency of customs clearance. Vigorously carry out the whole process monitoring and marking of inspection operations, and allow enterprises to choose whether to accompany the inspection independently in areas where conditions permit, thus effectively reducing the burden on enterprises. Vigorously promote the integrated customs clearance linkage supervision mechanism, strengthen law enforcement cooperation with Chongqing, Chengdu, Nanning and other customs to ensure the stability of the production supply chain of enterprises. (12) Expand the "single window" function of international trade. Improve the application rate of "single window" in an all-round way, and achieve 100% application rate of major declaration business by the end of 2020. (thirteen) to support foreign trade enterprises to invest and operate. Before the end of 2020, the implementation plan of Yunnan Province to support the export of goods to domestic sales will be introduced, the export of goods to domestic sales will be intensified, and the supervision during and after the event will be strengthened. Actively strive for Zhaotong City, Wenshan Prefecture, Diqing Prefecture and Nujiang Prefecture, which have not been authorized, to obtain the authorization of the General Administration of Market Supervision for the registration and management of foreign-invested enterprises, so as to achieve full coverage of the registration and management of foreign-invested enterprises in cities at prefecture level and above in the province.(led by the Provincial Department of Commerce and the Provincial Market Supervision Bureau; Provincial departments, state and municipal people’s governments are responsible for the division of responsibilities)

Fourth, further reduce the threshold for employment and entrepreneurship

(fourteen) optimize the employment conditions of some industries. Promote the cancellation of the qualification examination for road cargo transport drivers except road dangerous goods transport, and incorporate the relevant examination training contents into the corresponding level of motor vehicle driver’s license training. Drivers can apply for the qualification certificate for road cargo transport drivers with the training completion certificate and motor vehicle driver’s license. Do a good job in the registration examination of practicing veterinary qualifications, the filing of practicing veterinary qualifications and the filing of rural veterinarians. Before the end of 2020, formulate relevant measures to accelerate the mutual recognition of workers’ physical examination results in Yunnan Province, and further reduce the burden on job seekers. (fifteen) actively carry out "shared employment" and flexible employment. Accelerate the construction of Yunnan professional and technical personnel management service information platform, actively do a good job in the work of migrant workers in real-name registration system, classify and match according to enterprise industry, employment position and employee specialty, guide enterprises in need in the province to carry out "shared employment", and strive to solve the employment problem. (sixteen) optimize the unemployment insurance procedures. (17) Optimize the inclusive and prudent supervision measures for new formats. Encourage innovations in new technologies, new industries, new formats and new models, and study and formulate a list of impunity for minor violations of laws and regulations by citizens, legal persons and other organizations in major administrative law enforcement fields. (eighteen) vigorously develop Internet diagnosis and treatment services. Under the premise of ensuring medical safety and quality, qualified medical institutions are encouraged to carry out Internet diagnosis and treatment services and telemedicine services, and hospitals that meet the standards are encouraged to apply for setting up Internet hospitals. Incorporate qualified Internet medical services into the scope of medical insurance reimbursement in our province. (nineteen) to strengthen the promotion of new business application scenarios. Accelerate the deployment of new infrastructure such as 5G networks, data centers, blockchain technology cloud platforms, artificial intelligence, industrial Internet, and Internet of Things, and expand application scenarios in agriculture, industry, transportation, urban governance, public services, and government services. We will continue to explore the deep application of "one mobile phone" in government services, social governance, public services, smart tourism, cross-border trade and finance, and optimize the brand of "one mobile phone". V. Further improve the service quality and efficiency of enterprises.

(twenty) to promote the convenience of enterprises to start operations. We will fully implement the "one-window service platform" for enterprises, set up a comprehensive service window for "enterprises", and realize online and offline "one-form application and one-window payment" for enterprise registration, official seal engraving, invoice application and tax control equipment, employee insurance registration and housing provident fund account opening registration. In 2020, the start-up time of enterprises in the province will be reduced to less than 3 working days, in 2021 it will be reduced to less than 2 working days, and in 2022 it will reach the national advanced level. Relax the restrictions on the registered business premises of small and micro enterprises and individual industrial and commercial households, fully implement the "enterprise residence commitment system" and "enterprise name independent declaration", and improve the efficiency of enterprise name declaration and registration. Vigorously promote the use of electronic business licenses, electronic invoices and electronic seals, and accelerate the realization of "one license for quasi-operation and cross-regional mutual recognition". Deepen the reform of "doing one thing at a time", strengthen the connection with relevant state ministries and commissions and provinces (autonomous regions and municipalities), and realize "inter-provincial operation" of 58 items such as market subject registration, pension insurance relationship transfer and connection, professional qualification certificate verification, education notarization and driver’s license notarization by the end of 2020, and realize 70 industrial product production licenses, medical treatment settlement filing, social security card application and household registration transfer by the end of 2021. (twenty-two) to continuously improve the level of tax service. Improve the function of electronic tax bureau, carry out "non-contact" tax payment service in depth, and implement the whole process of online taxation. Expand the application of "one mobile phone to handle taxes and fees" and promote the use of blockchain technology electronic bills. In accordance with the unified arrangements of the State Administration of Taxation, simplify the declaration procedures of preferential tax policies such as value-added tax, and launch a pilot project of electronic special invoices for value-added tax before the end of 2020, so as to realize 90% online processing of major tax-related services and 80% sharing of basic tax information. Strengthen the data sharing of taxation, customs, people’s bank and other departments, and speed up the progress of export tax rebate. Promote the unified registration of chattel security, integrate all kinds of chattel registration and rights guarantee registration systems, and encourage and guide commercial banks to support small and medium-sized enterprises to carry out secured financing with movable property and rights such as accounts receivable, production equipment, products, vehicles, ships and intellectual property rights. 6. Further improve the long-term mechanism for optimizing the business environment.

(twenty-four) to establish and improve the policy evaluation system. In accordance with the statutory authority and procedures, draft or formulate local laws, government regulations and administrative normative documents closely related to the production and business activities of market entities, and make full use of newspapers, online government service platforms, "two micro-terminals" and "one mobile phone to handle affairs" to solicit opinions from the public. The period for soliciting opinions is generally not less than 30 days, and relevant procedures such as fair competition review and legality review shall be performed in strict accordance with regulations. (twenty-five) to strengthen the normalization of relations between government and enterprises. Actively carry out public credit evaluation and industry credit evaluation, and strengthen the application of classification results. Improve the joint punishment mechanism afterwards and strengthen the protection of the rights and interests of market participants. (twenty-eight) pay special attention to the implementation of the policy of benefiting enterprises. Accelerate the establishment of a unified policy declaration system for enterprises in the province, with unified entry, one-click declaration and backstage distribution, and gradually realize the service of "one release, one acceptance and one consultation" for enterprises’ policies. The policies of provincial departments to benefit enterprises are pushed to the platforms of "Yunnan Government Service Network" and "One Mobile Phone Service" within one week of promulgation or update, and the policies of state, city, county and district to benefit enterprises are pushed to the government portal within one week of promulgation or update. When the county government introduces the policies to benefit enterprises, it is necessary to announce the relevant responsible persons and contact information. All localities and relevant departments should earnestly implement the above measures and study and introduce more practical and effective reform measures around the needs of market players. Cancellation and decentralization of administrative examination and approval items cannot be "released at once", and supervision after the event should be strengthened. Special industries and key areas directly related to public safety and people’s life and health should be supervised and the bottom line of safety and quality should be kept. The relevant implementation shall be submitted to the general office of the provincial government before 10 December 2020.
