Follow-up of a tenant’s "privately demolished load-bearing wall" in Harbin: the safety appraisal and repair scheme of the building structure passed the expert demonstration

  On June 11th, the reporter learned from the People’s Government of Songbei District in Harbin that the investigation team of "Private Demolition of Load-bearing Walls" in Limin Academy Community invited nine national authoritative experts, including China Academy of Engineering, to form an expert group to make a special demonstration on the safety appraisal and repair scheme of the building structure, and formed an expert group’s opinion that the technical work procedures such as testing, monitoring, appraisal and repair scheme preparation are reasonable, the content is comprehensive, and the analysis and appraisal results are credible.

  After the incident, Songbei District entrusted national and provincial authoritative professional institutions to comprehensively carry out related technical work such as building structure detection, deformation monitoring and structural safety appraisal, and formulated a repair plan.

  First, the National Construction Engineering Quality Inspection and Testing Center of China Academy of Building Research was entrusted to carry out comprehensive inspection on Building B of Limin Academy Community, and 248 houses were checked one by one. After verification, the total number of vertical load-bearing wall members on each floor of Unit 2, Building B of Limin Academy Community is 50, with a total cross-sectional area of 42.98 square meters. In the decoration construction, part of the wall of one component was demolished, with a cross-sectional area of about 0.48 square meters, accounting for 1.12% of the total cross-sectional area of the load-bearing wall of this floor, and the other walls were non-load-bearing walls. The test results show that 248 houses in Building B have not found any stress cracks in structural members, and all the cracks that can be seen are located in the infilled wall or the interface with the structure, which does not affect the structural safety.

  Second, the Heilongjiang Institute of Cold Building Science was entrusted to monitor the deformation of the building. The continuous monitoring for 30 days showed that the data of each monitoring point were within the allowable value of the national standard, and no abnormality was found.

  The third is to entrust Harbin Institute of Technology Engineering Testing Co., Ltd. to carry out the safety appraisal of the building structure, which shows that the whole structure is safe and stable except for the structural members adjacent to the demolition site, and it can meet the requirements of safe use after repair.

  Fourth, the architectural design and research institute of Harbin Institute of Technology was entrusted to make a restoration plan based on the appraisal report.

  Recently, an expert group composed of nine national authoritative experts, including academicians of China Academy of Engineering, national engineering survey and design masters, main compilers and examiners of national general codes, conducted a special demonstration on the safety appraisal and repair scheme of structures after illegal demolition. The expert group conducted on-site investigation and listened to the special reports from the testing unit, monitoring unit, appraisal unit, original design unit and restoration design unit. After questioning and discussion, the expert group’s opinion was formed: the temporary measures taken against the illegal removal of shear walls were timely and effective, ensuring that the structure was in a safe and controllable state at the disposal stage; The technical work procedures such as detection, monitoring, appraisal, design calculation and analysis, and preparation of repair scheme are reasonable and comprehensive, and the analysis and appraisal results are credible; It is reasonable and feasible to adopt the standard not lower than that at the time of construction to implement the restoration.

  It is understood that the residents of Unit 2, Building B of Limin Academy Community have been temporarily resettled, and 15 working groups have been set up in Songbei District to ensure the residents’ living services, and the first-class construction enterprises in the province will be entrusted to start the restoration construction. Songbei Branch of Harbin Public Security Bureau took criminal compulsory measures against five people, including the lessees Zhang and Ma Mouxin, the constructors Chang Moujiu and Liu Mouping, and the manager of the property company Zhang, who were suspected of negligently endangering public safety by dangerous means. Zhu Mobin, the owner of the house involved, and the property company will be severely punished according to the upper limit. The case is currently under further investigation.
