Although the big language model shows a similar understanding ability to human beings, can the AI system really understand the language like human beings? Must the pattern of machine understanding be the same as that of human understanding? Recently, kracauer, former director of the Santa Fe Institute, and melani Michel, a researcher, published an article in PNAS to explore whether large-scale pre-training language models (LLMs) can understand languages and their coded physical and social situations in a similar way to humans.

This paper discusses the pros and cons respectively, and further discusses the key issues of broader intelligent science. What is "understanding"? This problem has long attracted the attention of philosophers, cognitive scientists and educators. The classical research on "understanding" is almost always based on human beings and other animals. However, with the rise of large-scale artificial intelligence systems, especially large-scale language models, there has been a heated discussion in the AI community: can machines understand natural languages now, so as to understand the physical and social situations described by languages?

This discussion is not limited to the category of natural science; The degree and way that machines understand our world determines to what extent we can trust the robust and transparent behavior ability of AI in the task of interacting with human beings, including AI driving cars, AI diagnosing diseases, AI caring for the elderly, AI educating children and so on. At the same time, the current discussion shows the key problem for an intelligent system to "understand": how to distinguish statistical correlation and causal mechanism?

Although the AI system shows seemingly intelligent behavior in many specific tasks, until recently, the artificial intelligence research community still generally believed that machines could not understand the data they processed like humans. For example, face recognition software does not understand that the face is a part of the body, the role of facial expressions in social interaction, what it means to "face" unpleasant situations, or the ways and means of making faces. Similarly, speech-to-text and machine translation programs do not understand the language they handle, and the automatic driving system does not understand the micro-expressions and body language of drivers and pedestrians when avoiding accidents. Therefore, these AI systems are often regarded as fragile, and the key evidence of lack of "understanding" is that they are unpredictable errors and lack of robustness in generalization ability [1].

Does the big language model really understand language?

However, in the past few years, the situation has changed. A new type of AI system has been popular in the research field and has had an impact, which has changed some people’s prospects and views on machine understanding languages. These systems are called large language models (LLMs), large pre-training models or basic models [2]. They are deep neural networks with billions to trillions of parameters (weights), which are "pre-trained" on a huge natural language corpus of several terabytes, including a large number of network snapshots, online books and other contents. During training, the task of these networks is to predict the hidden part of the input sentence. This method is called "self-supervised learning". The final network is a complex statistical model of the correlation between words and phrases in its training data.

These models can be used to generate natural language, fine-tune specific language tasks [3], or further train to better match the "user’s intention" [4]. For example, LLMs such as OpenAI’s famous GPT-3[5], more recently ChatGPT[6] and Google’s PaLM[7] can produce amazing human-like texts and dialogues; In addition, although these models are not trained for the purpose of reasoning, some studies think that they have human-like reasoning ability [8]. How LLMs accomplished these feats is a mystery to ordinary people and scientists. Most of the internal operation modes of these networks are opaque, and even the researchers who built them have only a little intuitive feeling about such a huge-scale system. Neuroscientist Terrence Sejnowski described the appearance of LLM in this way: "Singularity arrival, like whispers, came one after another, speaking four dialects. The only thing we know is that LLMs are not human beings … Some of their behaviors seem to be intelligent, but if they are not human intelligence, what is it? " [9]

Although the most advanced LLMs are impressive, they are still prone to vulnerabilities and mistakes that are not like human beings. However, such network defects are significantly improved when the number of parameters and the scale of training data set are enlarged [10], so some researchers think that LLMs (or its multimodal version) will realize human-level intelligence and understanding ability under a sufficiently large network and training data set, and a new slogan of AI appears: "Scale is everything" [11, 12].

The above proposition is a school of AI academic circles in LLMs discussion. Some people think that these networks really understand language and can reason in a universal way (although "not yet" up to human level). For example, Google’s LaMDA system constructs a fluent dialogue system by pre-training the text and then fine-tuning the dialogue [13], and an AI researcher even thinks that such a system "has the ability to truly understand a large number of concepts" [14] and even "moves in a conscious direction" [15]. Another machine language expert regards LLMs as the touchstone leading to general human level AI: "Some optimistic researchers believe that we have witnessed the birth of a knowledge injection system with a certain universal intelligence" [16]. Others believe that LLMs probably captures important aspects of meaning, and its working mode is similar to a striking explanation of human cognition, that is, meaning comes from conceptual roles. ”[17]。 Opponents were labeled as "AI Denialism" [18].

On the other hand, some people think that although the output of large-scale pre-training models such as GPT-3 or LaMDA is fluent, they still can’t understand because they have no world experience or thinking mode; The text prediction training of LLMs only learned the form of language, not the meaning [19-21]. A recent article holds that "even if we train until the universe dies, the systems trained only by language will never approach human intelligence, and these systems are doomed to have only superficial understanding and will never approach the comprehensiveness of our thinking" [22]. Some scholars believe that it is wrong to apply the concepts of "intelligence", "agent" and "understanding" to LLMs, because LLMs is more similar to libraries or encyclopedias, and it is packaging human knowledge repositories instead of agents [23]. For example, humans know that tickling makes us laugh because we have bodies. LLMs can use the word "tickle", but it has obviously never felt this way. Understanding tickling is not a mapping between two words, but a mapping between words and feelings.

Those who hold the position of "LLMs can’t really understand" think that what surprises us is not the fluency of LLMs itself, but the fact that the fluency is beyond intuition with the growth of model scale. Anyone who attributes understanding or consciousness to LLMs is a victim of the Eliza effect [24]. "Eliza effect" means that we humans tend to attribute our understanding and agency ability to machines with even faint signs of human language or behavior. It is named after the chat robot "Eliza" developed by Joseph Weizenbaum in the 1960s. Although it is very simple, it still deceives people into believing that it understands them [25].

A survey of active scholars in the field of natural language processing in 2022 also confirmed the differences of views in this discussion. One of the contents of the survey is to ask the respondents whether they agree with the following statement about whether LLMs understands language in principle: "Some generative models (language models) that are only trained on text can understand natural language in some extraordinary sense given sufficient data and computing resources." The answers of 480 people were almost half (51%) to half (49%) [26].

Supporters’ evidence that LLMs has understanding ability is mainly based on the performance of model ability: both the subjective quality judgment of the text generated by the model according to the prompt words (although this judgment may be easily influenced by Eliza effect) and the objective evaluation in the benchmark data set used to evaluate the language understanding and reasoning ability. For example, two commonly used benchmark data sets for evaluating LLMs are General Language Understanding Assessment (GLUE)[27] and its successor SuperGLUE[28], which include large-scale data sets and tasks, such as "Text Implication" (given two sentences, can the meaning of the second sentence be inferred from the first sentence? Do the given words have the same meaning in two different sentences? ) and logical answers, etc. OpenAI’s GPT-3 (with 175 billion parameters) performs unexpectedly well in these tasks [5], while Google’s PaLM (with 540 billion parameters) performs better in these tasks [7], which can reach or even surpass human performance in the same task.

Does machine understanding have to reproduce human understanding?

What are the implications of these results for LLMs? From the choice of terms such as generalized language understanding, natural language reasoning, reading comprehension and common sense reasoning, it is not difficult to see that the test of the above benchmark data set implies the premise that the machine must reproduce the way of human understanding. But is this necessary for "understanding"? Not necessarily. Take the benchmark evaluation of "reasoning and understanding task" as an example [29], in each task example, a natural language "argument" and two declarative sentences will be given; The task is to determine which statement is consistent with the argument, as shown in the following example:

Argument: criminals should have the right to vote. A person who stole a car at the age of 17 should not be deprived of the right to become a full citizen for life.

Inference A: Stealing a car is a felony.

Inference B: Stealing a car is not a felony.

BERT achieved a performance similar to that of human beings in this benchmark task [31]. Perhaps we can draw the conclusion that BERT can understand natural language like human beings. However, a research team found that some clue words (such as "not") appearing in inference sentences can help the model predict the correct answer. When researchers change data sets to avoid these clues, BERT’s performance becomes no different from random guessing. This is an obvious example of relying on shortcut learning-a phenomenon that is often mentioned in machine learning, that is, the learning system obtains good performance on a specific benchmark task by analyzing the pseudo-correlation in the data set, rather than through humanlike understanding [32-35].

Usually, this correlation is not obvious to humans who perform the same task. Although shortcut learning has been found in the task of evaluating language understanding and other artificial intelligence models, there may still be many undiscovered "shortcuts". Pre-training language models, such as LaMDA and PaLM of Google, which have hundreds of billions of parameters and train on nearly trillions of text data, have strong ability to encode data correlation. Therefore, the benchmark task used to evaluate human understanding ability may not be applicable to this kind of model evaluation [36-38]. For large-scale LLMs (and its possible derivative models), the complex statistical correlation calculation can make the model bypass the human-like understanding ability and obtain a nearly perfect model performance.

Although there is no strict definition of the word "human-like understanding", it is not based on the huge statistical model that LLMs has learned at present. On the contrary, it is based on concepts-the internal mental model of external categories, situations and events, as well as the internal mental model of human beings’ own internal state and "self". For human beings, understanding language (and other nonverbal information) depends on mastering concepts other than language (or other information) expression, and is not limited to understanding the statistical properties of language symbols. In fact, in the past research history in the field of cognitive science, we have always emphasized the understanding of the essence of concepts and how understanding comes from concepts that are clear and hierarchical and contain potential causality. This understanding model helps human beings abstract past knowledge and experience to make steady prediction, generalization and analogy; Or conduct combinatorial reasoning and counterfactual reasoning; Or actively intervene in the real world to test hypotheses; Or explain what you understand to others.

Undoubtedly, although some LLMs with larger and larger scale sporadically show similar human understanding ability, the current artificial intelligence system does not have these abilities, including the most advanced LLMs. Some people think that this kind of understanding ability can give human beings the ability that pure statistical models can’t get. Although the large-scale model shows extraordinary formal linguistic competence, that is, the ability to produce grammatical fluency and human-like language, it still lacks human-like functional language competence based on conceptual understanding, that is, the ability to correctly understand and use language in the real world. Interestingly, there is a similar phenomenon in physics research, that is, the contradiction between the successful application of mathematical techniques and this functional understanding ability. For example, a long-standing controversy about quantum mechanics is that it provides an effective calculation method without conceptual understanding.

Understanding the essence of concepts has always been one of the topics of academic debate. To what extent the concept is domain-specific and innate, rather than more universal and learned [55-60], or to what extent the concept is based on concrete metaphor and presented in the brain through dynamic and situation-based simulation [64], or under what conditions the concept is supported by language [65-67], social learning [68-70] and culture [

Despite the above arguments, concepts-which exist in the form of causal mental models as mentioned above-have always been regarded as the understanding unit of human cognitive ability. Undoubtedly, looking at the development track of human understanding ability, whether it is individual understanding or collective understanding, it can be abstracted as a highly compressed model based on causality, similar to Ptolemy’s theory of planetary revolution, Kepler’s theory of elliptical orbit, and Newton’s concise and causal explanation of planetary motion according to gravity. Different from machines, human beings seem to have a strong internal drive to pursue this form of understanding in scientific research and daily life. We can describe this kind of motivation as requiring little data, minimal model, clear causal dependence and strong mechanical intuition.

The debate about LLMs’ comprehension ability mainly focuses on the following aspects:

1) Is the understanding ability of these model systems just a kind of error? (that is, the connection between language symbols is confused with the connection between symbols and physical, social or mental experiences). In short, will these model systems never gain human-like understanding?

Or, conversely, 2) Will these model systems (or their recent derivative models) really create a large number of concept-based mental models that are essential for human understanding without real-world experience? If so, will increasing the scale of the model create a better concept?

Or, 3) if these model systems can’t create such concepts, can their unimaginable huge statistical correlation systems produce the ability equivalent to human understanding? Or, does this mean that a new form of higher-order logical ability that humans can’t reach is possible? From this point of view, is it still appropriate to call this correlation "pseudo-correlation" or question the phenomenon of "shortcut learning"? Is it feasible to regard the behavior of the model system as a series of emerging and non-human understanding activities, rather than "no understanding ability"? These problems are no longer limited to abstract philosophical discussion, but involve the very realistic concerns about the ability, robustness, security and ethics brought about by the increasingly important role played by artificial intelligence systems in human daily life.

Although various schools of researchers have their own opinions on the debate on "LLMs comprehension ability", the cognitive science-based methods currently used to gain understanding insight are not enough to answer such questions about LLMs. In fact, some researchers have applied psychological tests to LLMs, which were originally used to evaluate human understanding and reasoning mechanisms. It is found that LLMs does show human-like reactions in theory of mind tests [14, 75] and human-like abilities and preferences in reasoning evaluation [76–78] in some cases. Although this kind of test is considered as an alternative test to evaluate human universal ability, it may not be the case for artificial intelligence model systems.

A new understanding ability

As mentioned earlier, LLMs has an unexplained ability to learn the correlation between information symbols in training data and input, and can use this correlation to solve problems. In contrast, humans seem to have applied compressed concepts that reflect their real-world experiences. When psychological tests designed for human beings are applied to LLMs, the interpretation results often depend on the assumptions of human cognition, which may not be correct at all for the model. In order to make progress, scientists need to design new benchmark tasks and research methods to deeply understand different types of intelligence and understanding mechanisms, including the new form of "exotic, mind-like entities" that we have created [79]. Perhaps we are on the right path to explore the essence of "understanding" [80, 81].

With the increasing discussion about LLMs’ understanding ability and the emergence of more capable model systems, it seems that it is necessary to strengthen the research on intelligent science in the future in order to understand the concept of human and machine more widely. As the neuroscientist Terrence Sejnowski pointed out, "The differences among experts on LLMs intelligence show that our traditional concept based on natural intelligence is not sufficient. [9] "If LLMs and other models successfully make use of strong statistical correlation, it may also be considered as a new" understanding "ability, which can realize extraordinary and superhuman prediction ability. For example, DeepMind’s AlphaZero and AlphaFold model systems [82, 83] seem to bring an intuitive form of "alien" to the fields of chess and protein’s structure prediction [84, 85] respectively.

Therefore, it can be said that in recent years, machines with emerging understanding modes have appeared in the field of artificial intelligence, which may be a new species in a larger zoo of related concepts. With the research progress made in the process of pursuing the essence of intelligence, these new understanding modes will emerge continuously. Just as different species adapt to different environments, our intelligent system will be better adapted to different problems. Problems that rely on a lot of historical encoded knowledge (emphasizing model performance) will continue to favor large-scale statistical models, such as LLMs, while those that rely on limited knowledge and strong causal mechanism will prefer human intelligence. The challenge in the future is to develop new research methods to reveal the understanding mechanism of different forms of intelligence in detail, distinguish their advantages and limitations, and learn how to integrate these different cognitive models.

  Eric Maskin, winner of the 2007 Nobel Prize in Economics, came to China to attend the Second International Conference on Basic Science. How does he understand the significance and role of basic science in social development? "Mechanism design theory" has been put forward for many years. How does he interpret the application of this theory in different fields? How do you view the opportunities and challenges brought to society by high and new technologies such as artificial intelligence? Today, let’s find the answer in the dialogue together.

  On July 14th, 2024, the International Conference on Basic Science kicked off in Tsinghua University. The conference attracted more than 800 domestic and foreign scholars to gather in Beijing. Among them, Eric Maskin, winner of the Nobel Prize in Economics, president of the World Econometrics Society and honorary professor of Tsinghua University, was one of the guests.

  Zou yunProfessor Maskin, thank you for accepting an exclusive interview with High-end Interview. More than 800 top scientists and scholars have gathered in this international conference on basic science. What important information do you want to convey? Especially when applied science and technology are getting more and more attention, what do you think are the main goals, functions and values of basic science?

  MaskinFirst of all, I think one of the values of this conference is internationality. In today’s world, in the political and economic fields, divisions and tensions are increasing day by day, and science can unite us. Essentially, science is a cooperative undertaking. There are outstanding scientists all over the world, whether in China, the United States or Europe. This conference can bring these scientists together, which is of great value in itself. The importance of this conference lies in that it tells us that basic science has other important functions. Economist robert solow’s research in 1950s showed that most economic growth was driven by new ideas, which were crucial to economic growth. In the final analysis, new ideas are spawned by basic science. History tells us that all great scientific and technological progress will be based on basic science.

  Zou Yun:Professor, you first came to China in 1996, and you have been here many times since then. Based on the contact and observation with China in the past 30 years, how do you evaluate the role of China’s opening to the outside world in strengthening international academic research exchanges and cooperation?

  Maskin:Undoubtedly, China’s opening to the outside world and becoming a member of the world economy and international scientific community has greatly promoted the transformation of China and transformed China from a poor country 40 years ago into a prosperous and fast-developing economy today. That’s why I’m worried about those forces trying to split the world. I believe that the International Congress of Basic Sciences is a platform to confront these separatist forces, and let us get together again and carry out international cooperation.

  Today’s China is closely connected and deeply integrated with the world. At present, China is constantly promoting Chinese-style modernization with the new achievements of reform and opening up, injecting precious certainty into the chaotic and intertwined world.

  Over the years, eric maskin has paid close attention to the economic development of China. He affirmed China’s wisdom contained in China’s reform and opening up, and praised China’s forward-looking vision of developing new quality productive forces.

  Zou Yun:Professor Maskin, let’s talk about China’s economy. You once said that the world can learn from China, and China has proved very successfully how a country can grow at an extraordinary speed year after year through reform.

  Maskin:That’s right.

  Zou Yun:So for you, what ways and methods of China can be used for reference by other countries in the world?

  MaskinOver the past 40 years, China has made amazing progress. There are several secrets to China’s success. First of all, China pursues a market economy. Market forces have played an important role in China’s economic development. Apart from the market economy, China’s opening to the world is also an important step in the right direction. Opening to the outside world and making good use of the international market are the most important experiences. Besides, in my opinion, the organizational structure of the China Government has been particularly successful. China has a central government and provincial and local governments. The economies of China provinces have their own characteristics, and the competition among them improves the economic efficiency. Under this framework, China can also carry out pilot projects in some places, which I think is another secret of China’s success. This is a good economic thinking.

  Zou Yun:Professor Maskin, as an economist, I think you have noticed that a hot word in China’s economy is attracting global attention, which is called "new quality productivity". This concept was put forward by the Chairman of the Supreme Leader, emphasizing the importance of high technology, high efficiency and high quality under the new development concept. How do you understand the importance of this concept?

  Maskin:I think this is very meaningful. The dominant technology in the twentieth century is being replaced by the technology in the twenty-first century. For China, it is very meaningful to be at the forefront and invest capital and resources in new technologies. For example, China has become a leader in the production of electric vehicles. I think this is very reasonable. China’s investment in this field is very wise, because the world needs electric cars.

  Zou Yun:But when it comes to electric vehicles, some countries in the United States and the European Union are now investigating electric vehicles made in China. What do you think of this?

  Maskin:I have always been a great advocate of transnational trade and cooperation. From the perspective of international trade and cooperation, I think setting up trade barriers will be counterproductive. Therefore, I don’t agree to use this kind of intervention. I hope these tariffs will eventually be abolished, so that we can resume free trade again. Maybe I am too optimistic about this, but I think it will be the best result. In other words, I think this intervention in free trade is only temporary, not permanent.

  Zou Yun:Professor, for "relying solely on the market ‘ Invisible hand ’ You have always been critical of the idea that all problems can be solved.

  Maskin:That’s right.

  Zou Yun:Can you elaborate on this view? What role do you think the government should play in the market economy?

  MaskinThe market is very powerful and can play a very good incentive role, which is the key of "mechanism design theory". But in some cases, the market will also fail. To give an obvious example, the market will be affected by "externalities". In economics, "externality" means that the behavior of (an economic subject) affects others, but there is no incentive to make the behavior subject change. For example, we all know that greenhouse gases such as carbon dioxide are causing climate change, but most enterprises will still emit greenhouse gases, and consumers will still drive fuel-efficient cars. In most cases, there is no incentive to stop emitting greenhouse gases spontaneously. So how should we solve this problem? At this time, government intervention is very important.

  Zou Yun:In other words, in order to run the market smoothly, we must let the government and the market play their roles at the same time.

  Maskin:That’s right. In fact, the government must establish a market for carbon emissions, for example, by setting quotas and introducing trading mechanisms, a carbon emission trading market can be established.

  In 2007, eric maskin and two other economists won the Nobel Prize in Economics for laying the foundation of "Mechanism Design Theory".

  In the course of many years’ development, this theory presents rich and varied extensions and connotations. From international cooperation to interpersonal communication, "mechanism design theory" can provide decision-making reference.

  Eric maskin, 73, is still deeply involved in the theoretical field. As a scholar, he has a profound foundation and has made great achievements in the fields of public choice theory, game theory, incentive and information theory. As a teacher, he has trained many first-class economists who are active all over the world. He said that he enjoys research and often finds "beauty" in theory; I also like teaching and want to share "beauty" with others.

  Zou Yun:In 2007, you and two other famous economists won the Nobel Prize in Economics for laying the foundation of "Mechanism Design Theory". Can you explain the main content of this theory to us in plain language and what fields it can be applied to?

  Maskin:"Mechanism design theory" is mainly about how to realize social goals while recognizing the existence of individual goals. What needs attention is how to coordinate the relationship between personal goals and social goals. This is the role of "mechanism design theory" in enterprises. For example, suppose you are the boss of an electric car company, and you want to motivate employees to work hard and bring benefits to the company. Employees of the company may care about the company’s income, but what they care about most is themselves. They want to earn rich income and support their families. They may be willing to work hard, but they don’t want to be too tired. So what you need to solve now is ……

  Zou Yun:How to motivate employees?

  Maskin:How to motivate employees. This is the function of "mechanism design theory". There are various ways to encourage them. You can pay them directly, or you can adopt the piecework system, that is, you can give them a corresponding reward for each job they complete. You can also give them shares in the company. In this way, if the company’s market value rises, they will also get benefits. Or you can combine all these methods. "Mechanism design theory" can help us understand what kind of incentive mechanism combination may be the most effective under what circumstances.

  Zou Yun:Professor, let me show you a photo. I wonder if you can recognize it?

  Maskin:Yes, this is my old house.

  Zou Yun:This used to be Einstein’s old house and your residence at Princeton University.

  Maskin:Yes

  Zou Yun:I think it can be called "magic house", because it is here that you received a phone call from Stockholm (Sweden), and you were told that you won the Nobel Prize in Economics.

  Maskin:That’s right.

  Zou Yun:Do you remember that moment? What was the situation at that time?

  Maskin:I still remember. I was sleeping at that time, and the phone call came from Stockholm early in the morning.

  Zou Yun:Then they inform you that you have won the Nobel Prize in Economics.

  Maskin:I was so sleepy that I didn’t react at first, but I was really excited to hear the news. I was especially happy when I learned that the other two winners were my friends and partners.

  Zou Yun:In your speech at the Nobel dinner, you quoted a sentence: "Some people observe ‘ Already ’ , they asked ‘ Why is this? ’ And I imagine ‘ Before it happens ’ , I will ask ‘ Why not? ’” Why do you imagine things that don’t exist and regard them as the most attractive part of economic research?

  Maskin:As we talked before, I am very interested in mechanism design, which includes creating a brand-new market. For example, to solve the problem of climate change, we need to create an efficient market for carbon emissions. Such a market will not appear automatically unless we take the initiative to create it. In this case, only the government can participate in creating new markets. The most interesting social problems and the most serious social problems we are facing at present are all problems of mechanism design. We must design new mechanisms that never existed before and ask, "Why not let them exist?" Only in this way can we solve pressing global problems. For example, dealing with climate change, protecting biodiversity, solving the energy crisis, and obtaining clean water sources. These problems require us to put forward new ideas, especially the idea of mechanism design.

  Zou Yun:You once said that winning the Nobel Prize is like winning the lottery. Your life has not changed much, but it is still affected negatively. To borrow your words, you will always be asked questions about areas you are not familiar with, because journalists think that Nobel Prize winners should know everything. I hope I didn’t bring you this trouble today.

  Maskin:Your interview was very good, and it revolved around economics closely, so I chatted very comfortably.

  Zou Yun:Thank you. Now that 20 years have passed, as a Nobel Prize winner, what do you like best about this identity?

  Maskin:Winning the Nobel Prize gives me a chance to teach more students, which is good. Without these reputations, I wouldn’t have such great influence.

  Zou Yun:Speaking of teaching, you once said that you are particularly grateful to your calculus teacher, who made you feel the beauty of mathematics. Now, as a teacher, do you adopt heuristic and comprehensive teaching methods (for students) as he has influenced you?

  Maskin:When I teach, I will try my best to integrate all the knowledge into a big and beautiful system. I think human knowledge, especially scientific knowledge, is beautiful in a sense.

  Zou Yun:I have noticed that as an economist, you often mention the word "beauty", which is very special. Why do you often mention "beauty"? You have been studying in the economic field for decades. What kind of "beauty" in the economic field attracts you most?

  Maskin:Some economic concepts are very beautiful. This beauty lies in their simple presentation, but their influence is far-reaching. Let me give you an example. There is an early economic concept, which was put forward about 200 years ago. It is called "Comparative Advantage Theory". It says that if two countries trade, they should focus on producing products that they are relatively good at producing. For both countries, the efficiency has improved, which we call "trade gains". Both countries have become better because they focus on producing a certain commodity, and each country has its own comparative advantages. This is a very simple but powerful concept. In fact, it explains the common trade behavior of countries for centuries. I think this is a kind of beauty.

  Zou Yun:It is really beautiful. You attribute your achievements to luck — — Explore the luck of economics in the early days, meet the luck of outstanding teachers, and explore the luck of your favorite field. Apart from those luck factors, what other factors have contributed to your success today?

  Maskin:I think the most important thing is that I enjoy what I do. As I said just now, it is difficult to do research, because when you explore in an unknown field, you can’t predict what will happen. Therefore, when you are not sure about the results of the research, whether it is successful or not, you should have fun studying the matter itself, so as to get through the difficult time.

  Zou Yun:What guided you through those difficult times?

  Maskin:The truth is, I enjoyed the process very much. Imagine that you are walking through the Woods and want to go to the other side of the Woods, but you don’t know which way to go. How to get out of the Woods is full of uncertainty, and you don’t know if you can get to the other side. But imagine that walking in the Woods itself makes you feel very enjoyable.   Zou Yun:Everything is beautiful.

  Maskin:That’s right. As long as you enjoy the process, the final result is not so important. We all hope to succeed, but I think the most important factor of success is to walk in the Woods long enough so that we can have a chance to get to the other side. Wang Jiang, Vice Minister of Industry and Information Technology, and the relevant person in charge of the Ministry of Justice introduced the Regulations on the Protection of Payment for Small and Medium-sized Enterprises and answered questions from reporters.

Wang Jiangping said that in the first half of this year, government departments and large state-owned enterprises across the country paid off 95.6 billion yuan in arrears to private and small and medium-sized enterprises, including 82.7 billion yuan in undisputed arrears, and the progress of paying off undisputed arrears reached 49.5%.   Wang, 44, is an official staff member of Xiangtan Welfare Institute in Hunan Province.

  "I am more vain and hedonistic, and I embarked on this road after overdraft consumption, which eventually led to today’s bitter fruit." According to Wang himself, he applied for his first credit card in 2009. Because he usually spends a lot of money, the amount of this credit card was quickly maxed out, so he began to apply for multiple credit cards in his own name and in the name of his ex-wife. The highest amount was 90,000 yuan. Until 2014, Wang used the method of robbing Peter to pay Paul to raise the card.

  Later, after Wang failed to apply for a credit card himself, he found someone to handle the credit card, even if there was a 15% handling fee. In 2015, microfinance companies began to rise. In order to make up for the deficit of credit cards, Wang began to apply for loans from microfinance companies, and successively loaned to more than 10 microfinance companies. In the second half of 2017, he began to contact usury, and eventually the debt was high.

  When Wang sold his house, he failed to repay the huge interest and principal. In the case of inability to repay, he started with evil thoughts and began to help with the fraudulent method of adopting children. From April 2018 to June 2019, he lied that he could help others with the business of adopting children, and defrauded 26 people for a total of 1.34 million yuan.

  In order to help people who need to adopt children, Xiaomou not only posted messages on WeChat himself, but also mobilized people around him to post information about adopting children. Under her introduction, a total of 11 people adopted children in Xiangtan welfare home through Wang.

  "I always thought that there were normal children who could be adopted in Xiangtan Welfare Institute. Wang’s procedures for adopting children should be legal. The reason why there was a fee was that he claimed that the welfare institution needed to pay a maintenance fee to the person who sent it. In addition, it also cost money to handle the adoption procedures. I never thought that he would use this to defraud others’ money." Xiaomou told the prosecutor. After review, the same is true of Wang’s method of defrauding 15 other people’s money, which makes the victim mistakenly think that the money paid is a normal expense.

  Since May of this year, Wang has been receiving urging calls from many people. At this time, he can’t go through the adoption procedures according to normal procedures. Of course, he has no intention to go through the adoption procedures, so he has been delaying with various excuses. However, the paper can’t hold fire. After repeated urging, Tan and others reported the case to the high-tech branch of Xiangtan Public Security Bureau on June 30 this year. On July 1, the public security organ filed a case for investigation and Wang was arrested and brought to justice.

  "Because Wang was heavily in debt at that time, in order to defraud the victim’s money, he promised the victim that it would only take three months to help with the adoption procedures. In fact, Wang could not do it at all during this time." Undertake the introduction of the prosecutor.

  "According to the law, adopters who adopt children from welfare homes can apply as long as they have the conditions stipulated in the adoption law and provide corresponding information. The state has cancelled the adoption registration fee." The prosecutor told the reporter that Wang had a large foreign debt, and in order to defraud the victim of money, the victim mistakenly thought that he had the ability to go through the formalities of adopting children in Xiangtan Welfare Institute, but Wang’s duty was to be the head of the logistics department, and the matters he was responsible for had nothing to do with the adoption procedures, and other staff members and leaders of the unit were unaware of it. Wang did not specifically help to go through the adoption procedures, but used the obtained property to return personal debts. Subjectively, the purpose of illegal possession was clear, so he was suspected of fraud. The court recently approved the arrest of Wang for alleged fraud. At present, the case is under further investigation.

  The prosecutor reminded that welfare homes are places where the state, society and organizations provide caring services to help people with social difficulties and orphans. Some criminals seize the adopters’ eagerness to adopt children and defraud money. The masses should establish a sense of prevention. Entering China Infectious Disease Prison: Police officers always insist on direct management.


  In Admiralty Prison, prisoners with different infectious diseases such as hepatitis, AIDS and tuberculosis are detained, and police officers make meals in different places according to the types of infectious diseases according to the doctor’s advice.

  When the huge iron gate slammed behind him, Liu Chuan said to himself that a brand-new life had begun. Liu Chuan, who suffered from AIDS due to drug abuse and was imprisoned for drug trafficking, has the strongest idea at the moment: "I want to repay the society with a grateful heart."


  On the day before Liu Chuan was released from prison, 12 prisoners with HIV/AIDS held in Admiralty Prison signed a commitment letter, saying, "Stay away from drugs, cherish life, curb AIDS, fulfill your promise, and let the infection reach me". When signing the names, the prisoners had a firm expression on their faces, while the prison officers were calm.


  Perhaps few people in the outside world know what kind of special contest is going on behind the firmness and calmness in this special prison for holding infectious disease criminals.


  Contest 1: the contest between prisoners and diseases


  On the snow-white outer wall of the eighth section of Admiralty Prison, a dazzling red ribbon can be seen far away. This is the prison section where prisoners with AIDS are held.


  Lao Guo, 39, is already an "old man" here. Four years ago, he was sentenced to seven years in prison for robbery and entered the AIDS ward of Admiralty Prison. In four years, his sentence was reduced twice for good behavior, and he can go home in July next year.


  The inducement of robbery in Lao Guo is drugs. In 1993, Lao Guo began to take drugs, which not only made her family restless, but also made her health worse. In 1999, the hospital diagnosed him as an AIDS patient. This is a bolt from the blue for Lao Guo! He began to abandon himself, squandered his property, took drugs more and more fiercely, and committed crimes in order to raise drug money. Lao Guo said: "At that time, I had given up on life and wanted to commit suicide, but I didn’t have the courage."


  In 2004, Lao Guo went to Admiralty Prison with fear of AIDS. At that time, his body was very weak and emaciated, and there were many bleeding spots on his body. "When I first came in, I felt that I couldn’t hold out until I was released from prison. I just tried my best to go on a hunger strike and hang myself. Lao Guo told reporters: "The police officers here are very kind to us. Every time I finish the injection, the police officers help me put on my clothes, and I don’t dislike them at all. What do I have in mind and I am willing to talk to the police officer. "


  Contest 2: the contest between policemen and fear


  In the AIDS sub-prison area of Admiralty Prison, the reporter saw that the cells where prisoners live are spotless, and the living conditions of a three-person room are much smaller than those of ordinary prisons. Three times a day, nurses and prison guards will distribute medicines to the prisoners, and twice a day, the prisoners can go to the small playground outside the prison. And the police officers who supervise these criminals with AIDS live with them day and night. In the words of the policemen themselves, every criminal of infectious diseases is like an "untimely bomb". If anything goes wrong at work, it may cause danger to himself and others.


  Almost every policeman who has worked in an AIDS prison has had more than one thrilling experience in the process of taking care of prisoners infected with AIDS.


  In 2005, Cao Jian (pseudonym) was found to be infected with AIDS during the screening process of Beijing Prison Bureau, and was immediately sent to the AIDS surveillance area of Admiralty Prison. Cao Jian’s mood was very unstable. It happened that his wife filed for divorce with him at this time, which suddenly gave him a strong stimulus.


  One afternoon, when the sub-prison area organized prisoners to reform and study, Cao Jian suddenly went crazy, not only refused to accept the study, but also slammed his head against the door in the cell. After the police officer Sun Renguo found out, he immediately ordered him to stop outside the prison, but Cao Jian at that time simply did not listen to dissuade him. In order to prevent Cao Jian from self-injury, Sun Renguo forgot to think too much, opened the cell door and rushed in, hugged Cao Jian together, and pressed it down with all his strength.


  After a long time, Cao Jian finally calmed down, and Sun Renguo took a breath and walked out of the cell. But when he went to the pool to wash his hands according to his usual habit, he suddenly found a blood stain on his arm, which must have been inadvertently scratched by Cao Jian in the process of pulling, and Sun Renguo’s nerves suddenly became tense.


  Colleagues and leaders paid great attention to this situation, and immediately sent Sun Renguo to the hospital for blood tests, and the results showed normal. However, the doctor said that HIV must wait 40 days before it can be tested accurately. To this end, Sun Renguo and the prison leaders and colleagues followed and worried for more than a month.   Wang Mingyuan, deputy instructor of AIDS surveillance zone, told the reporter that because it is a special surveillance zone for infectious patients, police officers have to have physical examinations twice a year. "To tell you the truth, every time I have a physical examination, I feel so nervous. After all, I am with infectious diseases every day, and it is a bit of a burden psychologically. However, every time I get the physical examination form, nothing happens, and my heart is practical. How to do the work? "


  Contest 3: the contest between soul and demons


  There is a prison culture in Admiralty Prison, that is, "let criminals of infectious diseases inspire new life in hope". However, for prisoners who are deprived of their freedom and seriously ill, pessimism and despair often hang over them. Han Yuegang, head of the psychological correction room in Admiralty Prison, told reporters that among the criminals, especially those infected with AIDS, the proportion of people with suicidal tendencies is very high. In this case, psychological correction has become an important part of the reform work.


  November 20th is the first day that the psychological hotline for prisoners was officially opened. The reporter saw in the mental health guidance center for prisoners that the four psychological hotline rooms were for infectious disease offenders with different conditions such as AIDS, tuberculosis and hepatitis, and there were rattan chairs and coffee tables in the room. Here, prisoners can directly call the experts of "Beijing Psychological Crisis Research and Intervention Center" to talk to them about their psychological problems and receive guidance from experts.


  Lu Kai (pseudonym) was the first prisoner to call the psychological hotline. Two years ago, he was sentenced to prison for swindling and cheating, but after he went to prison, he learned that his former friend had gang-raped his girlfriend. Since then, Rukai has become extremely irritable, and his heart is to "kill these animals after he is released from prison." In the inner torment, he couldn’t sleep for several months, and his height of more than 1 meter and 70 kilograms was only 90 kilograms. After discovering his psychological problems, the police officers found the psychological correction room and gave him special psychological counseling, which finally helped him get rid of his heart disease.


  Han Yuegang told reporters that in recent years, Admiralty Prison has paid more and more attention to psychological correction. At present, there are three full-time psychological counseling police officers with the qualification of national psychological counselors in the whole prison, and there are two part-time psychological counselors in each of the eight sub-prisons, and the means of psychological correction are becoming more and more abundant.


  The reporter learned that music will be played on the TV in the prisoner’s cell for two fixed periods every day. This is also a part of prison psychological correction-music therapy. These music are not pop songs randomly selected, but "music groups" specially played by full-time psychological counselors according to the needs of adjusting the mood of prisoners at a certain stage. Han Yuegang said with a smile: "Our music therapy should be said to be very effective. At one stage, we played some songs to help sleep, and even the prison armed police called to complain that they wanted to sleep after listening to our songs."


  Contest 4: the contest between despair and new life


  Yao Jingqiang, deputy director of Admiralty Prison, said that the biggest feature of Admiralty Prison is "the prison in the hospital, the hospital in the prison", where not only AIDS prisoners are held, but also criminals of tuberculosis, hepatitis, syphilis and other infectious diseases are held. Therefore, it is necessary not only to do a good job in the education and reform of ordinary prisons, but also to do a good job in the treatment of prisoners.


  In order to provide professional treatment for patients, Admiralty Prison has established close cooperation with Beijing You ‘an Hospital, Anding Hospital and Tuberculosis Prevention and Control Institute, and experts and doctors have formulated detailed treatment plans for each infectious disease criminal. For difficult patients, the prison will also invite experts from the hospital for consultation to ensure that every infectious disease offender can also receive standardized treatment in the prison.


  There is still a patient with neurosyphilis in the third stage in Admiralty Prison. This kind of syphilis is the most serious of all syphilis. Four cases have been found in Beijing, and now only this prisoner is still alive. Even medical experts in this field feel a little incredible.


  As the saying goes, the disease should be treated in three ways and supported in seven ways. In order to help the prisoners regain their health, the prison has taken great pains in the prisoners’ diet. In the prisoners’ canteen, there are more than a dozen cooking foci, not only cardiovascular and cerebrovascular diseases, syphilis, AIDS, tuberculosis and so on, but also special wills. Niu Aisheng, head of the Life and Health Department, said that in Admiralty Prison, every prisoner can eat an egg and drink different kinds of porridge for breakfast every day. Lunch is usually a combination of meat and vegetables, and then with different kinds of staple foods, dinner is mostly digestible liquid food and cereal. In addition, every week, the prison will work with doctors to study and formulate the recipes of prisoners for the next week, understand the dietary needs of different types of prisoners, and match meals according to the symptoms.


  In Admiralty Prison, although the food is good and the medical conditions are good, it is the sincere management of infectious disease criminals by each police officer that can most influence the prisoners. Police officers know that fear of discrimination is a huge psychological obstacle for criminals with infectious diseases, especially those with sexually transmitted diseases and AIDS. In order to make them feel at ease, the police officers in Admiralty Prison always insist on direct management and have zero-distance contact with patients. In the prison and on the playground, there are scenes of face-to-face communication between police officers and criminals with infectious diseases everywhere.
